Maryland Vehicle Protection Product (VPP) Program

The Maryland Attorney General's Office oversees the Vehicle Protection Product Warranty Registration Program to ensure that vehicle protection products (VPP) sold or offered for sale in the state meet specific legal standards.

What Is a Vehicle Protection Product?

A vehicle protection product is designed to prevent or deter auto theft and comes with a written warranty. Examples include:

  • Alarm systems
  • Body part marking products
  • Steering locks
  • Window etch products
  • Pedal or ignition locks
  • Fuel ignition kill switches
  • Electronic, radio, or satellite tracking devices

For Businesses (Warrantors)

Legal Standards

If you offer vehicle protection products in Maryland, you must:

  1. Register with the Consumer Protection Division: Complete the registration process before selling any VPPs in the state.
  2. Provide Financial Assurance: Demonstrate a net worth of at least $50 million or submit a Warranty Liability Reimbursement Policy.
  3. Submit Warranty Copies: Provide copies of the warranties you offer to consumers, ensuring they include required provisions and language (see Attachment A - PDF and Attachment B - PDF​).
  4. Renew Annually: Registrations must be renewed by January 1 each year.

How to Register

You can register online or by mail.

Online Registration

You can use the Vehicle Protection Product Warranty Online Registration system to apply for new registration as well as renew existing registration, reinstate expired registration, or update registration information.

Review the following instructions before you start the process.
 

1. Gather the information you need to register:

This includes:

  • Name, address, phone number, and e-mail address for the business and certain personnel.
  • Proof of compliance with the Financial Security requirement (Demonstrate a net worth of at least $50 million or submit a Warranty Liability Reimbursement Policy.)
  • Copies of your warranty with all required disclosures.

2. Set up your registration file and complete the application form.​

3. (If needed) Saving a form to complete later.​

​If, while filling out a form online, you are unable to complete it, you can save what you have entered by clicking on the Save for Later button at the end of the form. The next time you log on, you will be able to select the form on which you were working and finish filling it out.​​

​4. Pay the fee

You may pay your registration fee of $500 online using Visa or Mastercard. If you prefer to pay by check or money order, you can submit your application online and then print out an invoice to mail in with your payment.​

Mail Registration

  1. Print and complete the VPP Application - PDF​.
  2. ​Mail the completed forms and a check or money order for $500 (payable to the Vehicle Protection Product Warranty Registration Unit) to:

Updates and Maintaining Registration

You must provide this office with any future changes to the information in your Registration File within 10 working days of the changes taking effect.

If you need to update information in an existing Registration File or to add information to a registration application that has already been submitted online, then go into Access ​my File again to update a registration already submitted for the year.
